Workshop on Training Cooperation and Capacity Building in Family Medicine and Primary Healthcare in Can Tho

Can Tho, August 8, 2025 – Aiming to promote training cooperation and develop a sustainable and modern healthcare workforce, Hong Anh Healthcare Group, in collaboration with the Can Tho Department of Health and Modality Partnership (United Kingdom), successfully organised the Training Cooperation and Capacity Building Workshop on Family Medicine and Primary Health Care. The workshop took place over two days, from August 7 to 8, 2025, at the Auditorium of Can Tho Traditional Medicine Hospital. The event welcomed the special participation of Assoc. Prof. Hoang Quoc Cuong, PhD (Director of the Can Tho Department of Health) and Dr. Nguyen Ngoc Viet Nga, CKII (Deputy Director of the Can Tho Department of Health), alongside a large gathering of doctors, nurses, managers, and medical specialists from across the city.

The workshop is part of a series of training programs dedicated to transferring international-standard primary healthcare models, co-implemented by Hong Anh and its domestic and international partners. The curriculum was specifically curated for both clinical and non-clinical staff, seamlessly blending theory with practice. It placed a strong emphasis on updating new trends, developing leadership mindsets, and accelerating digital transformation in healthcare. 

To realize this goal, the workshop was organized through the close collaboration of three key partners, each playing a pivotal role in training, model transfer, and quality assurance: 

The Can Tho Department of Health is the hosting organization, coordinating with partners on professional aspects and ensuring training quality within the framework of international cooperation. The Can Tho Department of Health is a specialized agency under the People’s Committee of Can Tho City, performing the tasks of protecting, caring for, and improving public health in the new situation. With its management and strategic orientation role, the Can Tho Department of Health always focuses on improving the quality of the local healthcare system, promoting innovation programs, and applying advanced care models to meet the increasing health needs of the people.

Hong Anh Healthcare Group (HAMED) is on a mission to establish and operate a comprehensive healthcare ecosystem in Vietnam based on the UK medical model. This integrated network spans a medical research and training center, a network of family medicine (GP) clinics, home care services, community pharmacies, nursing homes, post-treatment reintegration centers, rehabilitation centers, and a world-class hospital. 

Modality Partnership is a provider of primary and community healthcare services within the UK’s National Health Service (NHS) and has received multiple NHS awards. The organisation operates a network of more than 53 GP clinics, delivering primary and community healthcare services to a population of approximately 12 million people across the United Kingdom. Established in 2009, Modality Partnership is widely recognised for driving innovation in healthcare through data-driven solutions, population health management, and international collaboration. Its core expertise includes healthcare data solutions, population health management, and patient-centred models of care.

The workshop featured 6 intensive modules: 

  • Leadership & Management: Building personal leadership styles and enhancing skills to lead teams in a multidisciplinary healthcare environment.
  • Governance – Risk – Patient Safety: Establishing quality control systems and a culture of safety.
  • Lifestyle Management & Population Health: Applying lifestyle medicine in disease prevention and improving metabolic health.
  • Digital Transformation in Healthcare: Introducing AI, healthcare data, automation, and safety standards.
  • HR Management & Team Engagement: Building strategies for talent recruitment, retention, and development within healthcare organizations.
  • Practical Case Studies: Applying knowledge to concrete scenarios to build actionable plans.

The workshop was led by experienced international experts from Modality Partnership, including:

  • Mr. Vincent Sai, Chief Executive Officer at Modality Partnership, with over 25 years of experience in primary care, healthcare system scaling, and population health management, Mr. Vincent Sai has led Modality’s exponential growth from two original practices to a network of 53 clinics across the UK. He is also a visiting lecturer at the Global Business School for Health (University College London – UCL), teaching strategy and healthcare system operations. 
  • Dr. Vipan Bhardwaj, Managing Director of GP Clinics in the Wokingham Region (UK), and a senior expert in lifestyle medicine. With more than 25 years of experience in the National Health Service (NHS), Dr. Vipan has led numerous successful initiatives in chronic disease prevention and management through lifestyle modification. He co-founded the British Society of Lifestyle Medicine and plays a key role in training and advising large-scale public health programs. 
  • Dr. Helen Jane Rutherford, Clinical Director for the Wokingham Region at Modality Partnership. She is a senior GP with over 30 years of experience in clinical practice and healthcare governance in the UK. Dr. Helen specializes in clinical process improvement, healthcare workforce curriculum design, and is a co-founder of the British Society of Lifestyle Medicine. She has extensive experience coaching frontline medical teams and implementing innovative service models in public healthcare facilities. 

At the end of the program, all attending healthcare staff developed a personal action plan based on the needs and practical realities at their working units. Through the modules and group activities, the healthcare staff achieved competencies beyond theory, including: developing leadership mindsets, managing risks and resources effectively, applying digital transformation to professional and organizational activities, and clearly understanding the role of lifestyle medicine in improving community health.

Speaking at the workshop, Assoc. Prof. Hoang Quoc Cuong, PhD (Director of the Can Tho Department of Health), affirmed that after the administrative boundary merger, the (new) Can Tho City has more space and room for growth, requiring the healthcare sector to shift quickly, stay close to reality, lean towards the people, and serve the people better. This workshop aims to provide knowledge on family medicine, governance of primary healthcare systems, and population health to grassroots healthcare staff, helping to improve planning and policy capabilities for ward and commune healthcare staff during the process of implementing the two-tier local government.

Through this cooperation activity, Hong Anh Healthcare Group continues to affirm its role in implementing a medical system based on the United Kingdom model, adjusted to suit the situation in Vietnam. Thereby, step by step realizing the deeper and wider transfer of this model across Vietnam in general and the Mekong Delta region in particular. We wish to continue accompanying the Can Tho Department of Health, Departments of Health nationwide, and Modality Partnership in implementing intensive training programs, contributing to improving the quality of Vietnam’s healthcare human resources, transferring knowledge, and promoting sustainable innovation in primary care and personalized care in Vietnam.
