Dong Nai, November 30, 2025 – To strengthen and enhance capacity for primary healthcare personnel, Hong Anh Healthcare Group and Modality Partnership (UK), in collaboration with the Dong Nai Department of Health, successfully organized a foundational primary care training workshop with the theme: “Cardiovascular – Metabolic Health Integrated with Primary Care and Public Health.”
The workshop was attended by Assoc. Prof. Dr. Phan Le Thu Hang, Deputy Director General of the Department of Planning and Finance, Ministry of Health of Vietnam; Assoc. Prof. Dr. Do Thi Nguyen, CKII – Director of the Dong Nai Department of Health; along with over 300 healthcare managers, doctors, nurses, and medical staff from commune/ward health stations, hospitals, and clinics in Dong Nai Province and neighboring areas.
This is one of the key activities under the training and technology transfer strategy of the Hong Anh Academy of Family Medicine and Personalized Care, under the Hong Anh Medical Research and Training Center. The Academy’s mission is to bring the UK primary care model into practical application in Vietnam. With the partnership of Modality Partnership, Pathfinder Healthcare Developments CIC, and the Dong Nai Department of Health, the Academy aims to build a primary healthcare workforce based on vital pillars: governance capacity, clinical capacity, and digital transformation mindset—laying the foundation for a modern and sustainable primary healthcare system.
Key Organizing Entities
- Dong Nai Department of Health: The hosting authority, ensuring training quality and international cooperation. In its management role, the Department consistently focuses on enhancing the quality of the local healthcare system, driving innovation, and applying advanced care models.
- Hong Anh Healthcare Group: Aiming to build a modern healthcare ecosystem in Vietnam based on the UK model, including research and training centers, a network of family medicine clinics, home care services, pharmacies, nursing homes, rehabilitation centers, and an international-standard hospital.
- Modality Partnership (UK): An award-winning NHS primary care and community service provider, currently managing 55 GP practices serving over 1.2 million patients in the UK. Established in 2009, Modality stands out for its innovative solutions, data utilization, and person-centered care.
Workshop Focus
The workshop was structured around 5 core knowledge pillars to equip healthcare staff with strategic vision and modern management skills:

- Lifestyle Medicine and Population Health
- Digital Transformation in Healthcare
The workshop featured an important keynote address from the representative of the Ministry of Health of Vietnam, emphasizing the essential role of primary care and strategic priorities in strengthening capacity at the grassroots level.

- Dr. Mina Gupta – Chair of the Clinical Governance Board at Modality Partnership; Clinical Lead of Modality Partnership GP Clinics; Senior Fellow of the Royal College of General Practitioners; Senior Expert in GP service operations and care model transformation within the NHS with over 30 years of experience.
Results
Participants were equipped with practical competencies in managing chronic diseases at the primary care level and developing individual action plans to enhance care quality and proactive prevention. Contents included leadership skills, team building, compliance monitoring, locally adapted lifestyle medicine interventions, and digital technology application in healthcare services.
Prof. Vincent Sai shared at the workshop: “Building primary care into the foundation of the health system is a strategic step towards long-term sustainability and better health outcomes for the people of Vietnam. We bring key experiences in developing strong, effectively integrated primary care systems, and we are deeply honored to contribute to realizing Vietnam’s ambitious goals.”
The workshop also introduced the UK primary care model, offering suggestions to support the effective implementation of Resolution 72 of the Politburo. These suggestions are hoped to be beneficial for Vietnam’s health system reform, particularly in modernizing and developing primary care.
Dr. Mina Gupta further emphasized: “Strengthening training and standardizing quality in primary care is fundamental to achieving consistent, safe, and patient-centered services. This workshop demonstrates a strong commitment to developing healthcare workforce capacity, and I look forward to continuing to accompany Vietnam in building the skills, confidence, and capacity needed to deliver high-quality care across the entire system.”
